The 9/28/98 Prospect Park East River Road Improvement Association Inc., Board/Membership/ Neighborhood (PPERRIA B/M/N) meeting was called to order at 7 PM by Alison Katagiri, President, at the Prospect Park United Methodist Church, Orlin/Malcolm SE. A quorum was present. There were no additions or corrections to the printed agenda available at the meeting.
2. Motion made, seconded and passed without noes that the 7/27/98 PPERRIA B/M/N meeting minutes available at the meeting be accepted.
3. Copies of the 8/98 neighborhood crime statistics and a flyer distributed through the neighborhood regarding recent neighborhood thefts from auto were available at the meeting. Nicole Magnan and Officer Gary Hein of the Minneapolis Police SAFE program talked about the increase in auto thefts, but they also have arrested someone. Recently Tower Grocery was robbed and there are discussions as how to reduce a reoccurrence. Keep those cars clear of stuff seen through the windows and keep those cars, garages and home doors locked. As the Minneapolis Police ÒCODEFORÓ crime reduction program is up and working, all are encouraged to call Ò911Ó for police calls, other than calls, as the police respond to ÒPatterns.Ó
4. Present at the meeting from the University of Minnesota were: Sandra Garbeding, VP Relations; Eric Kruse, VP University Services; Ann OÕLoughlin, Community Relations; and Mary Ryan, Director of Housing. Gaberding indicated that President Yudof has said that it is important there be contact between the University and neighborhoods affected by the University. Start with spring meetings about the UniversityÕs coming capital improvement agenda. Currently there are neighborhood individuals who are members of the ÒUniversity Master Plan Implementation Committee:Ó Joan Campbell and Dean Lund.
Kruse reported that the East River Road parking ramp will be removed and replaced with underground parking, a grade level park type connection to the River Road, student housing on the sides and a renovation of Coffman Student Union. The site is to be known as the ÒSouth Mall.Ó There will be University presentations to the neighborhood before the project is presented to the Board of Regents. Concerns were about alternate parking entrances/exits other than from East River Road, increased traffic due to an increase in parking spaces in the proposed ramp and co-development with the Minneapolis Park Board of the existing River Flats Park. Ryan reported that there will be an addition to the north side of Territorial Hall with 144 beds in 72 rooms. She indicated that there are currently 530 entering freshman temporarily housed in the Comfort Inn on University/Washington SE. Of most concern at the meeting was the news that the University has an agreement for 463 students to be housed in the currently under construction Dunbar building at 26th and University SE. The agreement is for one student for each bedroom. Monthly on-site parking will be $80 (others will be charged $100,) and off-site parking at the St. Anthony Main parking ramp!!! There will be one grad and nine resident attendants. This information is at odds with what was presented by Dunbar during the hearings prior to the start of construction: residents were to be upper division or graduate students, one parking space per bedroom, cost of parking and rental, etc. It was made very clear that there are unresolved issues and there needs to be additional and continuing discussions between Dunbar, the University and the neighborhood. PPERRIA endorses the working together of the University and non university housing, but its major concern is ÒWhere are the cars going to end up?Ó
5. Motion made, seconded and passed without noes: ÒTo reallocate $7,500 within the PPERRIA/NRP Environment Action Plan from sections A.3.b ($500), A.4.c ($4,960), A.7 ($1,500) and A.8 ($540) to A.2 (Pollution Inventory/Good Neighbor Agreements.Ó Bill Kahn, PPERRIA/NRP Environment Committee Chair, indicated that the sections from which the funds are to be transferred from will not be implemented as written in the PPERRIA/NRP. Action Plan and these funds will be used for a neighborhood environment inventory and for Good Neighbor agreements between PPERRIA and neighbor sources of pollution.
6. Motion made, seconded and passed without noes: ÒTo reallocate funds within the Education/Human Services PPERRIA/NRP Action Plan section, from A.3 (coffee cart) ($1,000) to A.2 (child care study) and to release the total funding of $10,500 to implement child care initiatives.Ó Susan Larson Fleming, Education/Human Services Committee co-chair, indicated that the ÒCoffee CartÓ project as indicated in the PERRIA/NRP Action Plan will not be implemented and that there are agreements for second shift child care facilities at Genesis II (University and Malcolm SE) and several start ups for sheltered child care within the neighborhood.
7. Motion made, seconded and passed without noes: ÒTo release the balance of $12,000 from the PPERRIA/NRP Action Plan Parks/Recreation B.2 section, for a historic survey of the neighborhood.Ó Susan Thrash and Joe Ring, PPERRIA/NRP Parks/Recreation co-chairs, indicated that this is a partial funding and that they are working to obtain the remaining funds and that if the full funding cannot be raised, the $12,000 will be returned to the Action Plan. This project is a continuation of what has already been done (i.e., Tower Hill) and this allocation of funds is needed as seed for additional fund-seeking and to continue the ongoing project. The survey could take up to one year and then a decision needs to be made of what to do next. See the paragraph concerning this project in the 9/98 PPERRIA Newsletter.
8. Motion made, seconded and passed without noes: ÒThat $2,000 of the earlier approved $10,000 for neighborhood kiosks be released for a kiosk at Luxton Park.Ó Jeanne Moses, PPERRIA/NRP Luxton Park Committee member, reported that the original kiosksÕ funding was approved at the 9/97 PPERRIA B/M/N meeting with the addition that each kiosk be reviewed and approved. The Luxton Park kiosk is to be located at Williams and St. MaryÕs SE and will be of wood frame with shatterproof clear cover. There seem to be no other proposed sites for kiosks.
9. Jeanne Moses indicated that the earlier approved funding for the MotherRead/FatherRead Program will be used, but the individual who was to implement the program has left the program. The program has been transferred to ÒWay To GrowÓ which is working on similar programs in other neighborhoods.
10. Paul Scheurer, PPERRIA/NRP Motley Housing Implementation Committee member, indicated that at the October 1998 PPERRIA B/M/N meeting, a motion will be presented to allocate additional Motley Owner/Occupant Housing funds to the Motley Student Housing Coop at 635 Erie SE. This is the only property of the 20 properties to be sold by the University in the Motley neighborhood to have been sold to an owner/occupant. The additional funds are needed to meet basic health and safety codes on the property. The University is unwilling to bring the property up to code and a recent change in Minneapolis Community Development Agency (MCDA) rules do not allow MCDA funds to be used by coops. A book needs to be written about what it took to get this far!!!
11. Alison Katagiri reported that the PPERRIA/NRP Action Plan reallocation of section funds is being implemented, due to the release of Action Plan funds from projects not executed. Committees were to indicate by 10/1/98 these funds to be transferred to the Contingency fund and then the Executive Committee as instructed will propose a reallocation process. This is to prevent raiding of committees funds. The goal is to identify funds that are not going to be used for their current project and to have these funds used for other projects. It is estimated that there will not be a lot of money to reallocate. That is a good indication of the quality of the original Action Plan!!!
12. Motion, seconded and passed without noes: ÒThat the PPERRIA Zoning Committee continue to advocate that the City of Minneapolis examine in depth the issue of unattended, credit card payment stand alone gasoline pumps and to pass any need regulations as to required permits and permissible sites.Ó Florence Littman, PPERRIA Zoning Committee co-chair, indicated that this is the result of SuperamericaÕs application for their south University and Bedford SE site to close the station/store building and change the gasoline pumps to 24 hour, no human attendant with credit card payment. Superamerica has indicated that the current number of pumps is uneconomical and there is no room on the site for additional pumps. But they also will need to replace the existing tanks to continue selling gasoline at this site. The station/store is closed during the weekends. Superamerica inherited this site with the purchased all 7-11 station/ stores in the metro area. Although Superamerica has now withdrawn the request, this issue is larger than rezoning and is a new method of selling gasoline in Minneapolis.
Motion made, seconded and passed without noes: ÒThat the PPERRIA Zoning Committee prepare and send a letter indicating its concern that the original Ôchanges and non changesÕ are not happening, no change in current resident zoning and that the neighborhoods have a look and say at the zoning maps before they are accepted.Ó Surprises on the Unocal site and housing sites on University Avenue. Much work to be done on this issue.
13. Susan Gottlieb, PPERRIA/NRP Contract Staff, to the latest staff report published in the 9/98 PPERRIA newsletter. With one year remaining on the current PPERRIA/NRP Action Plan and several large projects yet to be completed, the staff budget may need adjustment.
14/15. Mary Legris, PPERRIA/NRP contract staff, reported that the I-94 surface regrinding has been completed and we should notice less sound. Also negotiations for the sound wall continue. She also indicated that the neighborhood elected representatives have worked hard on this issue and have been very supportive. It was mentioned that the Òtwo speed calmersÓ have been installed on Bedford SE between Franklin SE and Clarence SE and should help reduce traffic speed.
