2. The minutes of the 6/28/99 PPERRIA B/M/N meeting were published in the 7/99 PPERRIA Newsletter. There was an extended discussion of Item #4 on the inclusion of wording of comments of Stacy Sorenson, Minneapolis NRP Staff working with the neighborhood, regarding release of PPERRIA NRP funds to purchase the Kampa Tire site (Bedford/Fourth Street SE). Time did not permit the secretary to clarify this before the publishing date of the 8/99 PPERRIA Newsletter.

3. Nicole Magnan, Minneapolis CCP/SAFE representative, provided copies of the Prospect Park crime statistics for the weeks 6/22/99 through 7/13/99. Again, most of the 15 crimes were of the nature that we as residents can do something about: lock doors and windows, put stuff out of sight and do not leave stuff in our vehicles. She commented that area maps showing individual crimes are no longer available. This is due to a change in the police department computer programs. 4. Motion made, seconded and passed without noes: "To approve as revised the PPERRIA/NRP Funds Release Procedures (Revised 7/99) as available at the meeting and published in the 7/99 PPERRIA Newsletter." Susan Gottlieb, PPERRIA/NRP Implementation Coordinator, reminded all that PPERRIA's is one of the few Minneapolis Neighborhood Revitalization Action Plans (NRP) that, in addition to having the neighborhood approve the Action Plan, asks that the neighborhood approve each individual project. This is in addition to approving the actual release of NRP funds for the earlier approved Action Plan and individual project. One result of this is that there was available little if any NRP precedent and neighborhoods' experience and that there tend to be "several versions" of many PPERRIA/NRP documents "out there" after each was "refined." As each was expected to be the official document, until it was found necessary to revise it, the various versions are not marked "draft," as now is to be done, and are only numbered by the date of the document. As in any first time through a process; the up to date and current process and procedures are done at the end of the cycle. This motion reflects this. See attached. The 7/26/99 amended version will be published in the PPERRIA Newsletter.
5. The review and motion to accept the proposed current PPERRIA/NRP and PPERRIA Expense Approval and Payment Policies and Procedures was postponed to a future PPERRIA B/M/N meeting. This was due to the length of the remaining agenda.
6. Joel Schurke, Cunningham Group representative, provided copies of the latest "Guidelines for Environmentally Friendly Building Design in the Southeast Minneapolis Industrial/Bridal Veil area(SEMI)" as developed for the Southeast Economic Development committee (SEED) by Cunningham. PPERRIA/NRP earlier approved matching funds are being used on this project. He reported that these guidelines are now part of the SEMI Master Plan. These guidelines are for use by the neighborhoods, through SEED, to encourage sustainable development, e.g., improved energy use building design, efficient use of construction materials and indoor air quality. Educating developers and space users is one of the next projects.
7. Motion made, seconded and passed without noes:"To accept the proposed $4,650 balanced PPERRIA 1999-2000 (April to March) Budget. Copies available at the meeting." Sue Rohde, PPERRIA Treasurer, reminded all that this is the budget for PPERRIA. There is also a budget for PPERRIA/NRP and there are several single task budget administered by PPERRIA, e.g., Garden Club, History Project, and Birthday Club. The donation to PPUMC for PPERRIA's use of PPUMC for meetings is made at the end of the budget year and upon availability of funds and approval by PPERRIA could be a larger amount. The committee expenses include an amount to back up PPERRIA committee up-front expenses usually covered by later committee income. Any expense greater than a budgeted amount or not on the budget can only be approved by PPERRIA.
8. Marie Rossa, St. Francis Carbini Catholic Church administrator, reviewed their project for a parking lot east of the church building and up to the railroad track on the south side of Franklin Avenue SE. Within the year there have been extensive discussions within the neighborhood of this project. The current project is to be financed 100% by Cabrini. As the Newman facility has been closed on the University of Minnesota campus, there has been a 25% increase in the congregation of Cabrini. The present plan is for two rows of parking next to the railroad boundary. Traffic will enter/exit from Franklin Avenue SE. No city zoning or conditional use permits are required other than standard parking lot permits and curb cuts. The issue of the neighbor on the south who purchased their property without being told of the proposed parking lot is to be resolved between the owner and Cabrini. The PPERRIA Zoning Committee will review and comment on the site plan. Construction is expected to be in 9/99.
9. Dan Nordley, Minneapolis Center for Neighborhoods, circulated copies of a questionnaire and information sheet, "Neighborhood Discussion Questions to Build Recommendations for the Second Phase of NRP." All were asked to complete the questionnaire by the end of 7/99 and mail to the Minneapolis Center for Neighborhoods, 2600 East Franklin Avenue , Minneapolis, MN 55406. Of special concern is "what is working." It was emphasized that it seems there will be an NRP II, that the process is ongoing, and nothing has yet been decided. Several organizations are working to have the policymakers hear the neighborhood voices regarding content as well as who will administer the funds of NRP II. Watch your information source(s) of choice(s) for meeting dates/places and information.
10. Motion made, seconded and passed without noes: "To send a letter to the Minneapolis Zoning Department recommending the rezoning of the proposed Affinity Plus (aka State Capitol Credit Union) site between 25th and 26th Street on University Avenue SE (the vacant Fina and Embers buildings) to B3s3 to permit a drive in banking facility. Also to commend Affinity Plus on their neighborhood-compatible urban design." Florence Littman, PPERRIA Zoning Committee cochair, reviewed the proposed development. PPERRIA Zoning Committee has requested of Affinity Plus that on the University Avenue SE side of the site there be only the building and a driveway. The PPERRIA Zoning Committee has yet to review the site landscape plan.
11. Susan Gottlieb reviewed the PPERRIA/NRP independent contractor report as published in the 7/99 PPERRIA Newsletter. 91% of the budgeted amount for staff has been paid.
12. A request was made for individuals to put up posters for the upcoming community concerts. There was no further old or new business.
