2. The 11/23/98 B/M/N minutes will be available at the next B/M/N meeting. There was no 12/98 B/M/N meeting.
3. It was announced that as of 1/1/99 there is two hour parking Monday to Friday from 8 AM to 6 PM throughout the Glendale Neighborhood. During 12/98 there were several flyers left on parked cars. It seems that most cars are there all day and are probably University employees. Watch for the cars to be moving to your street!!! Notices of the 2/6/99 Luxton Fire and Ice Festival were available at the meeting. All interested in helping were asked to sign the circulated sign up sheet. The horses will be back and will be traveling through the neighborhood!!! Mary Legris, PPERRIA/NRP Environment Committee, indicated that at a January 1999 meeting of the committee with the Minnesota Department of Transportation (MDOT,) the specifications and drawings of the proposed 14 to 18 foot wood sound walls to be installed during Summer 1999 were available and are now being discussed by the Minneapolis Park Board (MPB). They will continue north of the existing concrete wall to the stair by the Head Start building.
4. Motion made, seconded and passed without noes: "To return $320,000 previously reallocated for a neighborhood school to the Housing Section of the PPERRIA/NRP Action Plan(from where it originated)." Susan Larson-Fleming, PPERRIA/NRP Education/Human Services Committee co-chair, reported that after agreeing verbally in the summer of 1998 to place a new K-5 Minneapolis Public School at Pratt Center, the Minneapolis School District determined that this is not an option it wishes to pursue at this time. The Prospect Park/Glendale neighborhood had offered an incentive of a total of $500,000 to help with the renovation of the Pratt building needed to place a primary school in the building. Funds included $180,000 from the PPERRIA/ NRP Education and Human Services Action Plan (A.1) and $320,000 reallocated from the PPERRIA/NRP Housing Action Plan. Initially, school officials confirmed their agreement with the neighborhood representatives in June 1998. However, in the Fall 1998, the MPS Facilities officials argued that current enrollment data does no indicate a pressing need for a school at Pratt for at least two years. This policy statement does not meet the neighborhood's criteria for use of its NRP funds, and therefore, the NRP fund offer to the MPS was withdrawn. 5. Motion made, seconded and passed without noes: "To release $2,000 from the PPERRIA/ NRP Action Plan, Parks and Recreation Committee (A.1.c) to purchase sports equipment for Luxton Park." Meredith Poppele, PPERRIA/NRP Parks and Recreation Committee member, reported that there is a more pressing need for equipment than for sports camps as was the original proposed funding. The use of Luxton by neighborhood kids is much greater than available Minneapolis Park Board funding for equipment.
6. Motion made, seconded and not passed on 15 to 15 vote to call the question before all proposed reallocations are discussed. Later, motion made, seconded and passed with some noes: "To approve a plan for reallocation of $26,051 from the PPERRIA/NRP contingency funds for the following proposed actions by a representative neighborhood group, the PPERRIA Board of Directors and recommended by the PPERRIA Executive Committee." Alison Savin, PPERRIA Executive Committee member, chaired the discussion of this item. These reallocations are for proposed additions to the action plan and no funds will be released until each committee presents its plan, the PPERRIA Executive Committee recommends the release of the funds and at a PPERRIA B/M/N meeting there will be a vote to release the funds. This reallocation is the result of recommendations from a neighborhood community meeting after public announcements of the meeting and recommendations of the PPERRIA Board of Directors, the group designated by NRP to manage the PPERRIA/NRP Action Plan.
$1,001. History project 2001. Mary Alice Kopf, PPERRIA History Chair, reported that this is for materials for the ongoing history of the Prospect Park neighborhood to be available at the November 2001 PPERRIA meeting (PPERRIA'S 100 anniversary. The largest cost will be individual file folders for each property, and for copying. These materials will be available to the public.
$3,000. Impulse Teen Club. Tom Kilton, PPERRIA Executive Committee member, indicated that the Impulse Teen Club has been self sufficient and has operated in the building on 27th and University the past year but as there is a age maximum of 16 years, the current teen managers and parent volunteers need to be replaced with a ongoing management plan. The funds will help to hire a part time coordinator whose mission is to find the ongoing management.
$3,250. Traffic speed humps. The PPERRIA/NRP Transportation Committee has started the review of the existing speed humps on Bedford St. SE and is reviewing with the Minneapolis Traffic Department the availability of several requests for the speed humps on neighborhood streets. The speed humps are in pairs and cost about $7,000 a pair. In the Action Plan there is enough for 2 1/2 sets. This funding would make available three sets. Watch for further information and meetings on this issue.
$2,600. Historical survey study of Prospect Park. These funds would be added to the funds available for the survey. As this is a long term project and in case the full funding is not available, the $2,600 would be returned to the PPERRIA/NRP Action Plan Contingency fund.
$2,600. Southeast Seniors. It is the tenth anniversary of the program that provides needed services to neighbors who wish to remain in their homes. The goal is to have a sustaining fund ample enough so that the energy now used for fund raising can be used for providing program services.
$13,600. Assistance for the sidewalk and safety lighting costs for the Prospect Park United Methodist church and the St. Francis Cabrini church. Alison Savin indicated that in addition to the up to 25% assistance for individual assessments of the cost of the sidewalk and safety lights, two of the four neighborhood churches have indicated in writing a request for additional assistance. NRP has indicated that as they have requested in writing and are considered by the neighborhood as providing services to the neighborhood, other than church activities, that they qualify for NRP funds. The other two churches have not responded in writing, requesting the same consideration and do not provide services for the neighborhood as do the requesting churches. As neighborhood lighting and safety were identified as a high priority during the original PPERRIA/NRP Action Plan meetings, it is within the guidelines of the action plan to provide NRP funds. A long discussion resulted concerning the appropriateness of funding churches, the decisions of Council Member Joan Campbell and the difference of opinion as the PPERRIA/NRP Action Plan process in general. The issue of the process is being dealt with through the NRP Grievance Process.
8. Sue Stacey, Minnesota Department of Corrections, provided copies of five "Restorative Justice Practices" information handouts. The purpose is to make "things right through accountability" within the neighborhood in addition to any punishment. The process has been used in other neighborhoods and with a positive effect. What is needed is a "time and labor" commitment from both the individuals involved and from the neighborhood. This is usually "face to face" meetings. Watch for further information and action on this.
7. There were no zoning issues referred to the PPERRIA Zoning Committee. Neal Simons asked about a pending zoning variance for the 300 block of Ontario SE. Council Member Joan Campbell indicated that it is for an expired back yard parking variance for a resident homeowner. She reported that this is part of an agreement regarding an adjoining parking lot constructed by Dinnaken.

From 11/7/98 to 1/8/99, there were expenses of $2,748 for a total Action Plan expenses 10/18/95 to 1/8/99 of $92,517 or 81% of the proposed expenses with less than a year remaining of the current PPERRIA/NRP Action Plan.
10/11. Tom Kilton, PPERRIA Executive Board member and past president, indicated that he would be available after the meeting to discuss with anyone interested the issue of "PPERRIA vs the neighborhood of Prospect Park."
